There are guns in the military base, just not all that many. It has a pretty ordinary armoury, but I noted no military-specific loot there. The only place I've found M16s and the like is at the military checkpoint near Louisville. Its supposed to be a military housing town for Fort Knox, the military base. It's not in the game yet but it's planned, I think.
