USN CL is good in high tiers, T8 & T10 are one of the best cruisers for their tier. But it's not as consistent (e.g., T6 is pretty much the worst for the tier). Soviet cruisers are decent choice as well. The guns are very good but the reload is mediocre and maneuverability is poor. Had good results with Schlieffen and Pommern (search for a defensive spot and let the secondaries work their magic). Decent ones with Marceau and Sherman (you need a spotter while smoked).
